ISICAS 2021 Welcome Message from the General Chair
Dear friends,
This year has been very difficult for conference organizers because of the Covid-19 pandemic. The pandemic has forced us to completely rethink the way we organize our conferences with uncertainties about the format - i.e. virtual, hybrid or in person, the expected number of participants, the impact on the contracts and the budget that need to be continuously adapted, just to name a few highlights.
We took the risk of moving from the in person format to the hybrid format because in the meantime, vaccines have been introduced and some countries, including Singapore, have gradually begun to relax the entry restrictions in their countries. There are still the restrictions of the return and the fear of the virus that I hope will gradually dissipate.
We would like to thank the TPC Co-Chairs (Elena, Edoardo, Gabriele and Tim) and the reviewers behind the scene, an extraordinary job has been done to select the papers that will be published in their journals, the Organizing Committee (Jun Wei, Sai Hua and Kwen Siong) who have been working very hard on ensuring the smoothness in the logistics and budget and the Publicity Co-Chairs Yongfu and Hadi for their hard work in developing a nice website and for promoting the conference in the social networks.
We have chosen Marina Bay Sand (http://www.ieee-isicas.org/hotel/index.html), one of the best hotels in Singapore to host our conference and I hope many of you will make the trip to attend in person. Please book before November 19th to enjoy discounted rates.

We have prepared a high level technical program with three keynotes on December 9th open to everyone free of charge, a one day live sessions and one day virtual sessions. A close friend who moved to Singapore a few years ago told me Singapore is a paradise for children. So don't hesitate to bring your children, there are so many good surprises for them.
